All India centralize E waybill requirement has been made compulsory from 1st April 2018. But it seems still there are some dealer who are not generating waybill for the movement and government sees red in this so as an attempt to conceal the transaction, hence Maharashtra government today issued warning to dealers who are trying to escape the provisions of E waybill.
Below is the Letter issued from Maharashtra State.

Sub:-e-way bill- regarding.
As you know, e-way bill is mandatory for inter-State movement of goods across the country, including our State, Maharashtra, w.e.f. 01-04-2018. Accordingly, every registered person who causes inter-State movement of goods of consignment value exceeding Rs.50,000/- as the supplier, or as the recipient,(or for reasons other than supply), needs to generate the e-way bill. However, it is noticed that the number of e-way bill generated by Maharashtra is far less, compared to that of some of the neighbouring States. For example, the e-way bills generated by Maharashtra on 03-04-2018 were 1,00,938 whereas the corresponding number for Gujarat was 1,75,851. Similarly, in the case of Gujarat, the number of enrolment was only 1980 whereas that of Maharashtra was 2669 till 03-04-2018. Hence there is an apprehension that some transporters in Maharashtra are transporting goods without generation of e-way bill, when the figures of e-way bill generation of these two states are taken into comparison.
In this context, it may be brought to the attention of all concerned that those unauthorisedly causing movement of goods, without generating e-way bill, wherever due, will be liable for strict action from the Department. Hence, I take this opportunity to remind everyone to adhere to the e-way bill rules and generate e-way bill wherever due, while causing inter-State movement of goods.
