It’s a latin maxim which means
“Regard for the public welfare is supreme law”

Meaning:-this maxims means that welfare of the people is supreme law. The welfare of the people must be considered and regarded as supreme law.
This Maxim is based on the implied agreement of every member in society with society,his own individual welfare shall,in case of necessity, yeild to that of the society or public welfare, and that his propperty,liberty and life shall under certain circumstances, be placed in jeopardy or even sacrificed for the public good.
